Prime Minister Narendra Modi has approved the appointment of R Balasubramaniam and Dr Joram Aniya as full-time members of NITI Aayog, India’s top policy think tank. Their appointments are part of a broader effort to strengthen the institution and bring in diverse expertise from across the country.

According to the notification, both appointees will serve as full-time members from the date they assume charge, and their tenure will continue until further orders. Diverse experience and strong backgrounds
Both R Balasubramaniam and Dr Joram Aniya bring significant experience in their respective fields.
Dr Joram Aniya’s appointment is being described as a historic step, especially for representation from the northeastern region. She is an academic and currently serves as an associate professor. She is also a member of the Arunachal Pradesh Private Educational Regulatory Commission.
With over 18 years of experience in teaching, research, and public policy, Aniya has built a strong academic profile. She is known for her work in literature, culture, and indigenous knowledge systems. Her contributions are especially important in preserving and promoting the heritage of the Nyishi community.
She holds the distinction of being the first woman from the Nyishi community to earn a PhD. She is also the first person in Arunachal Pradesh to complete a PhD in Hindi. Over the years, she has written and edited several books and research papers, focusing on cultural and social issues.
Her appointment is expected to bring new perspectives to national policymaking, especially in areas related to education, culture, and regional development.
R Balasubramaniam, on the other hand, is a well-known public policy expert, development practitioner, and author. He is also a trained medical doctor.
He is the founder of the Swami Vivekananda Youth Movement (SVYM), an organisation that works in rural development, healthcare, and education. He also founded the Grassroots Research and Advocacy Movement (GRAAM), which focuses on policy research and governance.
Balasubramaniam has extensive experience working at the grassroots level, especially in rural and tribal areas. His work has focused on improving access to healthcare, education, and livelihood opportunities for underserved communities.
He also holds a master’s degree in public administration from the Harvard Kennedy School, which adds to his expertise in governance and policy design.

Strengthening NITI Aayog’s role
The appointments come shortly after the government reconstituted NITI Aayog. As part of this process, several new members have been brought in to strengthen the institution’s capabilities.
On April 24, the government appointed Ashok Kumar Lahiri as the Vice-Chairman of NITI Aayog. Along with him, several other experts were named as full-time members. These include economist K. V. Raju, AIIMS Director Dr M. Srinivas, Department of Science and Technology Secretary Abhay Karandikar, scientist Gobardhan Das, and former Cabinet Secretary Rajiv Gauba.
Prime Minister Modi also met Lahiri and extended his best wishes for his new role. He expressed confidence that the new team would contribute positively to the country’s development.
In a message shared on social media, the Prime Minister highlighted the importance of NITI Aayog in India’s governance system. He described it as a vital institution that promotes cooperative federalism and supports reforms.
He also noted that NITI Aayog plays an important role in improving the “ease of living” for citizens by focusing on better policies and effective implementation.
According to him, the think tank acts as a platform for innovation and long-term strategic planning across different sectors. It brings together ideas from experts, policymakers, and stakeholders to create solutions for national challenges.
The addition of Balasubramaniam and Aniya is expected to further strengthen this process. Their diverse backgrounds and experiences can help bring new ideas and approaches to policymaking.
